New Iowa insurance adjuster license

On July 1, 2025, Iowa will begin licensing independent insurance adjusters. This will affect both Iowa resident adjusters and anyone who wants to adjust claims in Iowa in the future. They will also begin licensing staff adjusters, although this license is not required, unlike the independent adjuster license. Keep reading for more information.

New Iowa Insurance Regulations

Iowa, which did not previously require insurance adjusters to be licensed, recently passed Senate Bill 619. Moving forward, this new law requires independent adjusters to pass a state licensing exam to obtain an Iowa license and adjust claims in the state. However, new regulations are in place that apply to currently licensed and/or working adjusters, which will help facilitate the process. Who Needs an Iowa Adjuster License?

FUTURE ADJUSTERS: If you are an Iowa resident considering becoming an adjuster, you will need to complete the licensing and examination process. The Iowa state adjuster exam, provided by PearsonVue, is scheduled to be offered starting July 1, 2025.

CURRENT ADJUSTERS: New regulations were issued on June 9th, 2025. Please carefully read the following to determine your best path forward. You can read the full list of new rules and regulations in Iowa’s Bulletin 25-04.

Independent Adjuster and Staff Adjuster That Provided Adjuster Services Prior to January 1, 2025
An independent adjuster or staff adjuster, who has been providing insurance adjuster services in Iowa or any other state prior to January 1, 2025, and who is interested in becoming licensed in Iowa, can submit the Modified Licensure Process Application until October 1, 2025, to request a license without having to take and pass the Iowa exam.

You will be allowed to continue providing services as an independent adjuster or staff adjuster until a formal licensing decision is provided by the Iowa Insurance Division, so long as the application was submitted no later than Oct. 1, 2025. As a reminder, licensure for staff adjusters is optional.

Independent Adjuster and Staff Adjuster That Did Not Provide Adjuster Services Prior to January 1,
2025

If you did not start working as an independent adjuster or staff adjuster in Iowa or any other state prior to January 1, 2025, and you are interested in becoming licensed in Iowa, you must meet the examination requirements through the normal licensing process unless waived by the commissioner. Those adjusters who submit a waiver request by October 1, 2025, will be allowed to continue working as an independent adjuster or staff adjuster until the Iowa Insurance Division provides a formal licensing decision.

We do not have much information on what qualifications or experience the Iowa Insurance Division will use to determine whether or not you are approved at this time.

Iowa Adjuster Exam, Licensing, & Fingerprinting Details

Starting on July 1st, 2025, PearsonVue will begin administering the Iowa Insurance Adjuster Exam. There is no pre-licensing education requirement, but we do know the test will include state-specific regulations, so you’ll want to prepare accordingly. Our team is hard at work building an Exam Prep course to help you learn about state regulations and pass the exam on the first try. Stay tuned. 

Independent adjuster licensing will require fingerprinting, a background check, and a $50,000 bond. If you are currently licensed by another state insurance regulator that performed a criminal history check when you received your license or upon the most recent license renewal, you will not need to complete a separate background check for Iowa.

If you are currently licensed in another state and did not have a criminal history check performed by another state’s insurance regulator, you must comply with Iowa’s criminal history check
requirements
. You will be allowed to continue to provide services while the Division reviews the criminal history check, as long as you apply for licensure no later than Oct. 1, 2025.

The bond, which is referred to as “evidence of financial responsibility (from an insurer authorized to act as a surety)” in the state’s statute, is required. You can find a list of approved surety carriers on the Iowa website.

Applications will be submitted through NIPR. We are still waiting on details regarding vendors and instructions. 

Iowa Adjuster Continuing Education

Like most licensing states, Iowa will require adjusters to complete CE to maintain their license. Information is still forthcoming, but it is likely they will require 24 hours of CE with 2 or 3 hours of ethics to stay compliant. 

Iowa Adjuster Reciprocity

Unfortunately, it does not look like Iowa will offer ANY reciprocal licenses to out-of-state adjusters. 

Iowa’s reciprocity statute allows for reciprocal licensing only if the applicant’s home state exam includes Iowa law. Since no other state includes Iowa-specific content in their exam, there’s no reciprocity at this time.

Non-resident adjuster applicants and licensed adjusters in another state who want an
Iowa resident adjuster license after relocating to Iowa may complete and attest to an informational
examination document for purposes of meeting the examination exemption.

INSURANCE TEAMS & STAFF ADJUSTERS
